Most of the staff and teachers working for Souphanouvong University are those who graduated from the National University of Laos and from Souphanouvong University itself. Many of them are still holding bachelor degrees. Therefore, human resources development is very crucial and is one of the priorities of the university. The university has been trying its best in developing its human resources to meet the so-called criteria of “1, 6, 3” staff proportions defined by the government. In 10 of the staffs and teachers there should be at least 1 PhD holder, 6 Master holders and 3 other lower degree holders. However, the university is still far away to reach the criteria as it relies heavily on the external funding for its human resources development. Most of the university human resource development sources of funding are from its partner universities and international organisations like ADB and KOICA.
Souphanouvong University has sent 159 (including 112 Masters and 49 PhDs) staffs and teachers to study abroad. Below are the scholarships from its partners that the university has received starting from 2010:
- In 2010, 2 Master Scholarships in the Republic of Korea;
- In 2011, 5 Master and 4 PhD Scholarships in China, Thailand and the Republic of Korea;
- In 2012, 10 Master Scholarships in Thailand, China and the Republic of Korea;
- In 2013, 14 Master and 5 PhD scholarships in Thailand, China, Malaysia, Vietnam and Japan;
- In 2014, 6 Master and 4 PhD scholarships to study in Vietnam, the Republic of Korea, China, Australia and Japan;
- In 2015, 25 Master and 4 PhD Scholarships to study in China, Thailand, Australia, the Republic of Korea and Vietnam;
- In 2016, 6 Master and 5 PhD scholarships in China and Vietnam;
- In 2017, 5 Master and 3 PhD Scholarships in China, the Republic of Korea, Thailand and Vietnam;
- In 2018, 14 Master and 2 PhD Scholarships in the Republic of Korea, Thailand, Vietnam, China and Australia;
- In 2019, 13 Master and 15 PhD Scholarships in Thailand, China, Vietnam and the Republic of Korea;
- In 2020, 4 Master and 5 PhD Scholarships in China and Thailand
- In 2021, 8 Master scholarships in China, Thailand, the Republic of Korea and Vietnam.
